Just an idea, but personally, I'd like to see the 2 pc set bonus shift from +4 secs duration of FA to 4 secs shaved off the recast. I've never looked close enough at the syncing up with the longer recasting ranged ca's to be absolutely certain but it seems like it would have made more sense in the first place to do it this way instead. Can any of you out there that are better at the number crunching confirm or deny the value in a potential change such as this?

yeah 4 second fastere recast would be nice but... to be 100% in sync it would have to be much more time taken onff

In sync with what? Wouldn't that depend on personal cast order?

naw most try to sync the + to hit with the ranged CA's that are on the 1 min recast.. there are groups wehre you can cast/take off and not worry about the added benefits (+dps/haste/crit) and just take the + to hit bonus

Well, not correct at all, CAs have already a high to hit chance. So the benefit of focus aim for CAs is only the crit - if you are capped on that, the only benefit of focus aim is for autoattack. If you are capped on haste and DPS the only benefit is the accuracy, and since that is up even if you cancel focus aim, rangers with (nearly) capped DPS/Haste/R-Crit might want to cast'n'cancel it every time for faster reuse. And from that point of view 4sec doesn't hurt (I'm not saying that it's not a very poor set-bonus since it actually is...)
