Nah they work three shifts..there's english GMs available 24/7, but everything goes into a queue and even the non english ones respond to english petitions if they are available and can do the job.
I met this wonderful older american lady who was hired to be the german speaking GM for another mmorpg because she could read and write german fluently, but she had never played an mmo in her life. They had her play the game on several classes at many levels to learn it, and learn things like American and German l33t, etc, before they had her actually GM. Makes sense that playing and understanding the 'language' of the game you GM for should be mandatory.
(And when I say 'language of the game' I'm talking about things that people playing the game would speak of that pertain to the game itself, like understanding what it means when someone says "the named for the BBC in SH wont respawn')
