There is no Vorosh on befallen at all. I checked eq2players.com, none. Just to be 100% sure, I made a lvl 1 ratonga bruiser named vorosh that is now on befallen. Look him up if you want IDC.

Based on my investigation, I have concluded that you are correct.
Vorosh and Ligion have both registered/accessed/posted on this site from the same IP. He tried to be slick, however, and only made the mistake that caused him to be busted a couple times, and has generally posted on the second account from an anon, unresolvable IP/host. But as always, low budget scammers get lazy and make mistakes, and dumbasses like this always get caught eventually.
