Whether or not you do 10 runs or 100 - you have a secondary Scout in the group, perhaps not at the correct level to use - but indefinetely an upgrade to look forward to. Everyone should have their fair share at the loot (under the circumstances it is indeed something they will use, of course) regardless of how long you've been waiting for it to drop.
A plate Tank with an Epic? Well, I can't fathom as to why he would roll on it in the first place. But nonetheless, it would seem moreso like common curtesy that those you allow into your group, either are aware of who is going to get automatic dib's on a certain loot (in that case they leave the group if they do not agree, so what?) or everyone that is looking forward to that certain loot, gets a chance to roll for it.
I don't know how many times I've ran Vaults for the mere intentions of getting Praetor's Guard to add to my DPS gear set (being a Fury) but will gladly decline if there is a Caster DPS in the group that will benefit from it moreso than myself.
But umm, that's too bad that someone felt they had the automatic upper hand and authority to do something like that and I'm sure his repuation will carry on with him to however many servers he decides to transfer to.
