The problem is the ease and the consequences available from a customer's point of view. A newbie to EQ2 who wants a high level toon will go first for a SE server to check, and maybe then go to the more "illegal" sides of character purchasing for other servers. most "newbs" don't know what SE is when they start playing. I didn't know when I started, did you? honestly?
If I were going to buy a toon, based off my experiance with other MMOs and no experiance with EQ2 my first instinct would be ebay and googling for sites.
The majority of toons sold on SE end up as peoples alts, not some new player coming to the game.

There wasn't SE when I started playing.
/shrug, just what I thought on the matter, hence the I had put in my second post.
