Please, do elaborate on where in my two line post I said that peoples' characters on other server's can't be bought, or that there aren't any complete newbs on non-SE servers.

The problem is the ease and the consequences available from a customer's point of view. A newbie to EQ2 who wants a high level toon will go first for a SE server to check, and maybe then go to the more "illegal" sides of character purchasing for other servers. Bigger chance is that the newbs will go to SE imo.
