I need to educate people about something and ask for cooperation before this post gets started.
This post, as written, is fine. The OP is rightfully flaming people use a gimp tactic to cheat.
Fortunately, the OP is smart and didn't provide information about how to do what he is complaining about. Because giving information on how to cheat is strictly prohibited by the site rules:

So it's ok to discuss whether doing something is an exploit or not. Flaming exploiters is always encouraged here. But please don't take the next step and provide information about how an exploit works, because that type of post would be deleted in two minutes or less here.
I'm explaining this because I was recently criticized from outside this site for allowing discussions about "exploits". Sure, our users have typed thousands of words here trying to define exploits, explaining what they are, and debating with others that they themselves didn't commit a particular exploit.
But, there is not one post on this site that violates any SoE rule, EULA, or ToS, to the best of my knowledge. We are not a pirate site, and we do not allow that here.
In summary: arguing about whether someone committed an exploit is allowed on this site, provided the discussion doesn't give technical details on how to commit the exploit. It is my opinion, based on my masters degree in Philosophy, that arguing about yelling The Rumbler and describing it is NOT the same thing as posting information about how to dupe coins, or how to ghost through zones. The former is permitted and widely discussed on most EQ2 servers. The latter is strictly prohibited by SoE rules and on this site. We will delete any information about how to commit the type of exploit described by the OP immediately, and would then either warn or ban the person who posted it, depending on the circumstances.
Like I said, however, there is no problem with this post so far, please carry on.
