    Why would you run it on a Saboteur? By the time you detonate your charges, your target's already dead. Unneccesary.

    Correct. I ran Marksman and Nightblade with it. Marksman gives you that awesome buff that increases your Attack Power (which charges benefit heavily from) on any crit, and five points in Nightblade give you 15% extra damage from charges.

    As long as that setup works for you go for it.
    atm I have no sure plans on what souls Im taking due to the way classes scale at higher levels.

    I think in general they're just trying to remove the viability/synergy of the assassin soul paired with any ranged soul. It sucks, but it makes sense because at least now there is somewhat of a choice on whether to spec melee or ranged.

    I imagine poison procs/damage for ranged attacks will be the next nerf.

    And the soul tree design gets even weaker. There were better ways to make melee more attractive to rogue dps.
