It's an attack that does Damage and decreases target's Wisdom. Wisom affects resistability. So, debuffing wisdom is always good to help your abilities to land better. Not a huge difference... but every bit counts.

so starting sounds like this sequence (as a generic sequence @ 20, the regen buff going constantly):

Wis debuff - dis mit debuff - DOT's - DD?

Where would you put HO's in this series?

Use the HO with the DD and dis mit debuff to start? Or after the initial series?

Usually just go with whatever is up, or catches my eye. You eventually get a rhyme going. It's always fun to spice it up and mess around. Once you play for so long you know what you need to cast to survive and kill things appropriately. When you're fighting at the lower levels the resists and debuffs aren't gonna make the largest of differences per fight, especially on non-heroic creatures.
