The reason WHY stuff like base spell damage is better for mages and the like is because it only effects 50-70% of our dps, whereas it effects 100% of a mage's dps. And those mages (hopefully) are doing a greater amount of dps, so an extra 10% of their 15k will help the raid more than 10% of your 10k.
If there was a theoretical base spell damage buff, it would be just as stupid to place it on SKs as it would be to put it on a summoner (as a significant portion of their dps wouldn't be affected by the buff as well). Just like you normally wouldn't give a summoner TC/UT over a sorc or chanter, you wouldn't give it to an SK either.

Perhaps it is a little far fetched to say SKs benefit from those items more, however, the idea is still the same. Passing loot like that onto the mages may affect everything they do, but they are going to get the better upgrades much faster then we will. No raid leader in their right mind would give raid dropped, mage DPSing loot to an SK over a mage. We'd get more use out of any heroic instance gear like that and for far longer. Stoney's right, there's nothing wrong with trying to better yourself, but if you're always passing on loot like that onto a mage...it's going to be a LONG time before you reach your full potential.
