I think it's really hard to say what the damage range should be since we'd have to see how they scale everything up. But I use it for the same reasons you do, Az. Not as a weapon in our DPS arsenal but a tool for snap aggro and fast burns.
A new way to foster this use without upsetting the delicate DPS imbalance would be to increase the damage based on how long since the last time it's been used. Reuse timer up? X damage. Been twice the reuse timer? x1.3 damage. Been four times? x2 damage. I don't really see the mechanic for this in the game, however. Think of it as Harm Touch vitality.
