1. I typically start off with
Chastisement for a couple of reasons.
- It's my Master II choice
- Decree (SK AA) is maxed out for maxium disease resistance reduction
- Nice back-up should MT taunt/s get resisted. It doesn't happen often but I'd rather have the mob hitting on me vise a softy.
2. Next is
Despoil and I find this doesn't get resisted as much once Chastisement has been cast.
3. Next is
Death March. I prefer to cast this as quickly as possible due to the casting speed component. I can usually get 3 dots off vise two before auto-attack goes off.
So order is: Chastisement -- Despoil -- DM -- other debuffs -- spam -- repeat cycle.

Further increasing you DPS:
Once you feel confident in your casting order, here's some other tips for squeezing out every ounce of DPS your SK can dish out.
1. Hands down, ACT will be your biggest asset. Jest28000 is correct that it's imperitive you time your auto attacks just right and you don't offset your swings because you're mid-cast.
2. Try to get around 50% DA and MC. This might not happen until later in game once you have plenty of AAs.
3. Get your hands on some of these nice pieces of gear should you find yourself not having to MT / OT. You'll find that these items either raise base dmg, has a nice dmg proc or or raises DA/MC.
