I scoured the forums and could not find a listing of an explanation for the forced delay. From what I read in the swash haste post there is a 33% difference in /we delay and actual attack delay.

Can anyone break this down or at least provide a link where I can look it up myself?

It's because of the fact that DW's damage spreads are going to be increased by 33% so they can be used as 1Hers, and then when you DW there needs to be a nerf on them else nobody would ever 1H because 2 "1Hers" would rock the shit out of anything else, thus they tack on a 33% delay "penalty."

So the 33% penalty will apply to all DW when the weapon changes take place. This will not effect 1handers. Basically they are trying to normalize both wield types. Thank you for the explanation.
