I tried it last night and it didn't do jack it seemed like. I'd imagine they got ahead of themselves when someone created this spell. For group encounters, trying to have aggro from the whole group swap from your target to you would be a bit complicated. Its not like lets say a group of 6 grouped npcs have the exact same aggro lists. I wonder if it was intended to work on say an entire encounter and have you swap positions with your targets entire encounter, just with thier target, or with whatever has your target on the top of its aggro list. Something like rescue would be much easier to work from a programming perspective with I'd think since the user would target an npc directly and would go to the top of the hate list with that target. This is completely different in that you aren't targeting an npc.

I guess I can understand with why they added the extra hate increases/decreases. With how much of a fine line there can be with who's at the top of the hate list, the spell could most times temporarily for a couple seconds have the hate swapped then go right back to the target. Only problem is, the hate increase/decrease is more on par with what would be appropriate for late t6, early t7. IMHO they need to add at a bare minimum andother 2k increase/decrease aggro to the spell.

But regardless, its not working and would be nice to fix.
