Swashies never really had a uniqueness per se, they were always the more DPS oriented rogue, while the brig was more utility oriented, this is nothing new.
Our offensive debuffs ( I assume you mean lung bleed ) never really worked to begin with lol, at least on any mob that mattered.
However I don't think it's fair to label a swash as just a gimped out version of an assassin, as we have loads more utility then them, just not as much utility as a brig. I do feel the dps gap between brigs and swashies is a little too close for comfort though, based on the fact that the gap between a brig and swashies utility is rather huge. ( As pantz said on the brig forums, you can't tell the difference in a raid between having or not having a swash, but you can definitely tell when a brigand is not on the raid. )
I think if SOE fixed or altered the way offensive debuffs work, it would balance things out more, and swashies would be desired more for their utility, instead of their dps potential.
