Ok call me a noob but I'm having a hard time understanding why swashies get this ability. Maybe I'm misunderstanding reuse and recast time, but why would I want to give a mob faster recast time in exchange for slower reuse time?

It lowers both there Recast and Reuse timers...
Recast Timer is the time that all your buttons are greyed out before you can push another one. IE: Bedazzling Steel has a .4 second cast time with a .4 second recast and 10 Second Reuse time..
well im not in game atm but I on eq2i it says it increases if I remember correctly as well as in game. Is that a typo?

Im starting a swashy hes only 18 atm but trying to do some research before I put AA into something that everyone says do but It's not making sense as to why I would want to give a benifit to a mob such as this w/o an equal or greater penalty which this ability does not seem to do.
No, you are understanding it wrong.
Lets take Bedazzling Steel as an example. Reuse time of it is 10 seconds.
Traumatic Swipe will increase Bedazzling Steel's reuse time to 15 seconds (50%).
So, no, it is not a benefit for the mob, it is a benefit for YOU.
But, there is no reason to spec for this CA if you don't raid, IMO.
It decrease the speed at which a mob can reuse its abilities.. best thing since sliced bread?
