One problem is you guys aren't even saying what the raid wide dps is...
If your guild is only putting out 50k than 5k seems par for the course, but if its 90k than its something else.
One thing I've found to be my biggest bane, especially since January ...not sure what SoE dorked up but it was something BIG ...is lag. Ever since January my CAs went from their normal .4s casting time to anywhere from 1-3 seconds. I went from parsing a very reliable 6-8k with a raid wide of 62k to parsing embarrasingly lower.
If you are lagging as a scout than your dps takes significant hit. And the sad fact is EQII only uses the RAM and CPU. I actually dropped in FPS when i replaced my 7950GTX with a GTX260/216. Since other games I play managed to double in FPS, its pretty clear that EQII is bottlenecked at the CPU. The core engine expects a single core CPU so the newer multi-core technology is a gambit of return value ...especially since the game gets more taxing with each new expansion.
I understand some people have good enough machines to handle the game at max settings but not everyone, so if you machine falls under out dated category (like mine) that could explain your dps loss. Either TSO really dorked things up, or the devs put in a Lag the Swashy clause.
