Because every piece of loot that a bard has to roll on is either better suited going to a pred/rogue, or a mage. It's as simple as that, no other class has to fight for literally every drop like bards do.
Take AoNO for example back in eof t7, this axe CLEARLY gave + spell damage, ( besides the obvious nice max damage/damage spread it had ) yet bards were not even considered worthy of using it by 90% of the population. You always saw rogues with it for the 1h spec etc etc. Hell there was a thread started because a bard out bid a rogue on the Clearcutter right here on eq2flames not too long back.
It's situations like that where I can understand where bards are coming from.
