Can a PvE Exiled toon respec?

yea, just gain +10k faction with freeport or qeynos, and use their NPC's.

Yeah, just go in CL, in the tower in front of WFP I think, talk to a guy in there, he'll give you Sabotage quest, 5K per quest, repeatable.

apparently i am an idiot because i thought once you got 10k+ status you had finished your betrayal but i forgot having to prove yourself to the new city so i retract my statment

At 10k+ you can start the next quest to finish the betrayal, but until its done and you have killed the dog or picked up the trash you dont loose your spells.

yes i should have remembered that because i started out a brigand but i was focused on finishing the betrayal not the loop holes
