So I've been trying to download EQ2 again on my new computer from the "Reinstall EQ2" online on the EQ2 main website, but I keep getting stuck when it's scanning for updates on the Launchpad shit...

That would probably help, even the base set.

I went out and bought Rise of Kunark on DVD so I would have a more up-to-date copy of EQ2, I only had the original disk and I wanted something that would prevent 14 hour downloads....

You can download the base EQ2 installer (old patchlevel, no expansions) here:

It says it's only for the D2D version, but that's just a standard caveat they put that doesn't actually apply to EQ2.

I doubt that will actually help with the issue you're having, though. Did you turn UAC off in Vista?

"hi, as Krith_TD said, if you disable the User Account Check function the launchpad will work.

Go into the control panel,
click on "User Accounts",
Click on "User Accounts" again,
click on the "Turn User Account Control on or off" link,
untick "Use User Account Control (UAC) to help protect your computer"
now click on ok.

You will need to restart your PC and will see a little security alert window pop up once your desktop is loaded. Just ignore it.
