by default you are dedicating eq2 to core 0(or core 3 if you have quad core), all they are saying is make it default to Core 1 (aka your 2nd core or 4th core). Alot of stuff runs by default on core 0 so eq2 is sharing with all of those other processes. By switching it to the 2nd core and keeping ventrilo/ACT etc on the first eq2 will get more cpu resources. This will not change anything with your photoshop etc.
They hired a new programmer a while back to re-impliment multicore support and update the GFX engine to make full use of current GPU tech and no longer to Particles, Shadows, and Animations on the CPU. The sooner those things get added the better. I doubt they will be added with Odus but maybe we get lucky and see them with a GU next year.
