EQ2Flames doesn't use IP logging as a means of accurately identifying someone making multiple accounts from the same location. The site drops a cookie on your computer that checks the basic hardware configuration and then reports back to the site that multiple accounts are being created/accessed on the same computer. LFG or Niber explained it better somewhere in one of their posts calling out a retard making multiple accounts just to agree with himself in posts or to harass people with the other account.
Still, as said above even if it's the same computer, he should still get the validation link etc etc, just the site would notify the admins another account from the same computer is being created, then all you'd have to do is explain the BF/GF, Husband/Wife situation using the same PC in a PM and all would be cool.
If his address is correct, it has to be his spam settings. If it continues to be a problem, just have him open a throwaway email account to register with. I have a Hotmail account I use for pretty much any website/service that I don't trust or to get around Spam Control from another email service that's giving me problems. Heck, last I checked my Hotmail was getting about 40 spams a day heh.
OT: It's no longer really an issue now with BugMeNot for Firefox for sites that I was to visit once or twice and never see again. I still keep the Hotmail as a spam dump / registration address for shady sites and use my Yahoo! as primary e-mail, with my AKO rarely used except for getting discounted Alltel service hah!
