Normally that's the symptom of a cable modem, but it appears you're using DSL. Now, if you're using some apartment complex's DSL or sharing in any way (someone else on network or virus), that's the source of your problem. I'd recommend removing your router (going directly into the modem) and running an anti-virus to see if things change.
To troubleshoot with your ISP you will to have to get more specific than "your pings are higher in the evenings". What exactly are you pinging? Multiple addresses I hope? You will need to run tracert and figure out where the congestion is. Problem is, even if you are able figure it out the origin of the problem the only person you'll be able to talk to is a clueless CSR who will give you the flush your cache/history run-around.
I suggest finding a new ISP if it is indeed not your fault.
