RivaTuner - Suggested for anyone using Nvidia
RivaTuner
Dont use it if you can't read. I use it for the low level fan control, since I do not want to edit the bios of the GPU's I run., since they are locked at 30% fan speed. Fairly easy to understand and use after you read the guide. I do not suggest using it to overclock, though I have never used it, but from using other programs... overclocking should never be done through software. It should all be done through fine tuning of the bios settings.
I believe it does work for ATI Catalyst drivers.

it does and i use it with my X1800 because the default fan settings are shit. the default settings only make the fan run at 100% speed, if the temp exceeds 120°C (thats 248°F !)
seriously like... WTF. but after having set up better temp/percent values, i got much better gpu temperatures.i also use it for underclocking, which works nicely.
but like you said... READING SKILLS ARE REQUIRED FOR PROPER OPERATION

I usually keep my GPU's at a constant 65%. That keeps them around 60-70 during gameplay with most games.

Nvidia has terrible fan controls in there bios. I know mine wont kick on past 30% unless its near temps around the sun's surface.

I set it to keep all my fans at 100%. I use a pretty good headset, so the noise doesn't bother me. :D

Yeah, the noise does not bother me what so ever. I have a Silverstone T07 case, I think it's that one, with about every fan slot filled with big air amount moving fans. As well as a Zalman CPU cooler, which tends to run around 75%-100% fanspeed most of the time.
I usually keep speedfan running all the time, to basically monitor everything. During heavy loads GPU is around 60-70C and CPU is around 40-55C.
I'm thinking about moving up in GPU's, but I might go ATI. But I certainly don't want to pay the pricetag that most have for the GTX 295's and the ATI equal. I would rather toss that cash into either replacing the MB+CPU+Memory with the new I5's or tossing that cash into getting a SSD and 1TB storage.

My case is the Tagan A+ El-Diablo, so it's got that massive 360mm fan on the side (quiet as all heck), a 240mm in the front, and I installed a 120mm in the back (that things sounds like a friggin' hurricance). I put a Zalman 9700 on my CPU, and I *think* I have that running at 100%. And my GTX 280 is at 100%, as I said before. I keep forgetting to check my GPU temps, but my CPU tends to run around the same as yours. It's an Intel E8500, clocked from 3.16 to 3.8 (I should probably go higher).

What MB do you have?
I have an Evga 680i and a Q6600 and Im having a hard time getting it past the 3gig mark. I think it's my memory holding me back, I run Patriot Viper 800 DDR2. I might need to move up to 1066 or just move to another board/cpu/memory.
