Shelter items on plate, not working as designed?

I have several shelter items on my a couple of my plate pieces. When you read it, it makes as if it's going to cast this 300 hp ward on target of spell cast, which I take to read who I'm landing the heal on. But when I see it proc, it's landing on me - the caster, as the 2nd description says. Is this working as designed? Seems kind of useless for anyone but a pally.
