Battle "Cleric" is much better suited to the inquisitor class(If only for the fact that they can spec CA's with 100% crits), but a Battle "Templar" is definitely viable.
With regards to your general question about achievements, you won't end up with all your abilities. Up to level 70 you are allowed 50 points per tree (And you can pay a price to respend these points in whichever tree you wish), and at level 70 this is bumped up to 70 points per tree for a total of 140 AAs allowed.
Because it takes 24 points to reach an endline, this means at most you can unlock 2 "endline" abilities in your "Cleric" tree, and 3 "endline" abilities in your Templar tree.
Benefits of the trees:
Cleric:
Str: This tree will be very useful in PVP as it gives you the ability to interrupt players while being less prone to interrupts yourself. Since your heals will be longer casting than most, this is a good option I think. This line wont do much against classes that use combat arts, but if they require spell casting it could make a fight significantly easier.
AGI: This line gives you a mez, double attack/shield effectiveness, and an AOE avoid (the shield ally wont be very useful in pvp). This line seems pretty lame for pvp, I am not sure why you would choose it.
Sta: This line gives you melee crits, a heal crit, and divine aura (same as the crusader one). You can't ignore the added benefit in PVP of 20 stamina points as well I suppose. This is a strong choice because you have the option of buffing 100% melee crits which will make your life a lot easier. The divine aura sounds good, but in practice the long recast and short duration make it pretty forgettable.
Wis: This line is useless in PVP because players aren't undead...Need I say more?
Int: This line offers a ton.. spell crits, casting speed, and divine recovery. divine recovery is an amazing spell that will turn the tide in pvp for sure. it increases your casting speed by 50%.. What this means is that your casting speed will go to 66% of its current amount. Yeah this is confusing as hell but there you go. So if you're spell takes 5 seconds to cast it will be at 3.33 seconds. (Just think of it as, if you can cast 2 5 second spells per 10 seconds, now you can cast 3 (+50%) 5 second spells per 10 seconds.)
So for your cleric line, I would suggest going str/sta/int trees (exactly like phrozen suggests)
for your templar tree I would say smite wrath is your priority. Then I would get the Complacent and Prostrate upgrades. the Sign of Pacficiation upgrade sounds nice, but I question its true viability in pvp. As your last priority (over cleric and templar trees), I would work down the left side of your blessings line.
If I had to tell you an order to spend AA's.. I would say get Melee crits in STA line first, then go down your INT line and get everything there. Then I would go smite wrath line, then your STR line, then put your few points in the compliences upgrades, then get your heal crits from STA line, and finally start working on blessings.
