Is is the base avoidance or my own avoidance that I should get up?

I would suggest you do a little reading, this question has been answered many times in many different threads.
Simply because I hate the way the innner workings of this ability are not apparent in the ability description I'll give a quick run down on my understanding...
- Your personal avoidance
does not dictate the effectiveness of Shield Ally.
- Increasing your AGILITY
does not effect Shield Ally.
- Items with +DEFENCE / +PARRY / +DEFLECTION
does not effect Shield Ally.
- Not facing the tank or standing at more than 19 metres from the tank negatively effects Shield Ally (read this thread for more info).
- Your shield protection value
does effect Shield Ally and is the primary variable that dictates the effectiveness of this ability.
- The AA ability 'Battle Fervor' which increases shield effectivness essentially (from a game mechanic point of view) raises the protection value of your shield and thus
does increase the effectiveness of Shield Ally.
- Items that offer a flat percentage chance to parry or dodge
does increse the effectiveness of Shield Ally i.e. 3% parry adorns, 1% shield block, 2.2% parry food/drink etc.
I think that covers everything...
