Templar DPS is a lame ordeal more than anything. You get penalized by healing (With smite wrath line) making it arguably the worst healer DPS offering by a good amount. (yes I know you can cancel it but thats annoying and unintended!) For me the difference between throwing on all dps gear (no exceptions given) and going all out and using defensive/standard gear and just throwing spells out between heals is a frustratingly small margin. Whether you are in in the main tank group where you are expected to throw out the occasional reactive/repent at the very least, or in any other group where everyone has the bloodthirsty choker going, you are always going to have to trigger smite wrath cancel during the fight.
I dont know, maybe other templars find it rewarding, but it definitely grinds at me. I mean, was 25% increase spell damage on smite abilities really so powerful they had to limit it? It seems like the class makes it as hard as possible for you to care about your dps!!
Anyways, don't expect to be making the parse or anything without bribing for some buffs that could be better utilized on a mage.

Templar DPS is a combination of melee and spell damage.
For you to DPS effectively you will need to be maximizing your auto attack damage through strength gear, DPS mod, Double Attack, Haste and AA spec for 100% melee crit and 32% DA.
While at the same time putting on +spell damage, +spell crit, spell haste, spell re-use(minimal), spell proc gear and AA spec for Spell Crit, Spell Haste, and Smite line.
When building a suit of DPS gear imagine you are playing a Shadowknight or Paladin and making a DPS suit, you will need everything they do excluding melee crit bonuses.
As Snark put rather well it is an abnormal hassle to heal and maximize DPS at the same time as a Templar due to the Smite Wrath toggling on when you cast a heal cutting your damage back down to base.
While it is possible to DPS fairly well as a Templar, you won't reach the same kind of high numbers a fury will without a heavier buff load boosting your damage. Though if you are in a mage group you can net yourself plenty of nice proc's and if you can convince the Illy, IA instead of the Troub which will help enormously.
In general though, from my experience, the best DPS group you can usually hope for is a melee based OT group with a Crusader or Guardian as the OT, Dirge, Mystic(Str Buffs), and an Illusionist(haste and if mythical'd some DA and potentially Tandem). I prefer a Guardian for the hit rate bonus from their group buff while a Crusader would be better if they are Wisdom spec'd providing skill buff due to their groupwide proc.
I'll reiterate, it is possible to DPS very well as a Templar.
Its just an absolute pain in the ass to do it well.

Sure they can, simply betray to an Inquisitor and you'll be all set.
A Templar could conceivably pull 1.5k zw average in a raid setup with only light healing duty. Anything more than light healing required and you're in the 750 zw range.

Try the 2-2.5k or higher with only light healing needed and 1k or more with heavy healing required.
If your templar is only doing 1.5k ZW they need to study up on their abilities and change their gear up. That is T7 style DPS.

I'd say these numbers were from T7... and even then seem low.

Eh, depends on the troub and how optimized the templar is for DPS(+crush, DA, DPS, Haste). Auto Attack DPS wise we can potentially put a bad hurting on a troub's Attack DPS and IA only increases that making templars a more optimal choice for the buff.
But if you have more than two choker users you're going to be very hard pressed to make close to the use out of IA that a Troub would be getting.

Templars should never be getting conc/aa dps buffs. As much as I enjoy it when I get them, its just not best for the raid :{
