That doesn't say much. It's commonly known that mob level will modify your blocking percentage. Leveling up will change what level the persona window is comparing against.

Bah, that's why I asked if anyone did a study. I didn't want to do it myself to see the actual relations.

I don't know what you mean by resists, but the mitigation issue is something I try to convince myself that SoE never did. It never made practical sense to me. I bet a lot of their devs didn't even know about it the way they spoke.
Anyhow, I don't group together different mechanics under a single answer just because it works for one thing. Critical hits certainly don't share the same methods. +Damage/Healing caps don't share the same methods. Heck, even differing types of heal spells don't even share the same methods of +heal capping. Mitigation and avoidance don't share nearly enough for me to consider using eachother as evidence of a mechanic.
Meaning, I'll probably have to look at it myself.
