Its not always up? With a 15s duration and two pieces of Runic Cover gear it is up well over 75% I would say, or until damage strips it. Before they changed it to not display in the maintained window, it was constantly being refreshed if not eaten by damage.
Like I explain to the parade of jump in scab clerics I've had to deal with the past year: Every bit of ward you can throw up on top of the tank can be considered free breathing room for the shaman to get their wards back up and refreshed. Being able to toss down a total of 8k+ ward amount on a tank from the
cleric from Repent and procs, buys just that much more room before people start redirecting heals, blowing emergencies, etc.
And like I said, whats the bigger difference between a tank with 20k and 19700 HP with a bit more wards on them?
