All ticking procs work this way. For example: TNT coat, EMG. First tick aren't modified by base. All other ticks are modified. All reactives procs too.

Anyone check and confirm?

I tried using the old KoS helm as a test... the one that procs a 150/3s regen. But I think it's slightly bugged in the way that it uses the healing stats of the recipient and not the caster(me). All my healing on others are for 150 and on myself it's always greater than 150. It didn't heal me often, so I suppose I could have missed the first tick... the tests were uncontrolled.

I can't remember the stats of any of my other items offhand to look at the logs for.

Bah shamans are overpampered prissys...tbh every nerf to the temps in general can be traced back to some shaman who has a shit fit....I am only amazed they havent succeeded in nerfing repent yet.

Although beating them on the bid for the REH did make me and the other clerics I know laugh are asses off...
