Use the very first group heal you got and if you are really desperate on power use the very first group reactive you have. They both have the same cast time as the high level ones, cost next to zero power, and both have the same chance to proc your power/heal proc items as the higher level spells.
Just make sure you're gearing competently for your predicament. Cast speed with power procs is better than just slamming heal crit and heal procs if you are having power problems.

As a "casual raider", I don't have access to avatar gear like some. That being said, look for items that reduce power costs. I'm at work so I can't give you examples of the 2 I have but they do exist (3% power cost reduction per item). Check lootdb.com and search for replenishing heal, manawell, and pondwash. You'll find a phethora of items, some raid and some quested, that have these procs on them.
In the end though, if your primary healer to a shitty tank, your Warden is a retard and doesn't have their myth, or your shammy is a POS healer, no amount of power regen can keep up unless you have a dedicated coercer.
Also, I don't think this was mentioned but there are crafted potions that give back power as well.
Also keep in mind that if your raiding and your trying to keep up both of your reactives, you might not need to. I just realized last night that on Switchmaster, I don't need to keep up both of them so I alternate, group up and when it gets to 2 procs left, cast single and vice versa.

Recently I've also been using a neck, (Cruel Trinket of Treachery) and a waist, (Girdle of Mismyrian Legacy).
Before I had those 2 items, I used a set:
a wrist, (Bangle of Polished Marble)
with a ring, (Circle of Unity)
Both from the Tunarian Throneroom; they provided me with a lot of power.

Dillin, items that reduce power cost are rather ineffectual without stacking them a good bit. Over all power procs are much more effective, and as you said, just search lootdb for items with manawell or pondwash type effects.

Though the pondwash belt is probably easy/cheaper to get. It's pretty easy to get to palace in chardok to farm them as a templar.

For fights where I need a lot of power I still wear two pieces of the ToNT healer set Gerlinde named. The wrist is also still a very powerful item by itself. The fighter cloak is also great for warriors. So if you do not have it gather one ot two groups and farm it for a bit. It is well worth it.
Apron of the Chef should also be easy to get. While framing for the rolling pin (still haven't got it), I see that item at least every third run.

Zarrakon belt + Kultak neck do all the power regen I need. I don't need any other power regen stuff anymore even when fighting Anashti.
If you don't have access to the belt (which is by far better for power regen than the neck), get the ROK items mentioned above. Another nice power regen item comes from Mayong (forgot which one), which is a hat. And Mayong is really easy to kill these days.
For random power drain (in some fights you get an arcane detrimental that eats about 60% of your power) I use the good old Manastone, mana pots, hearts, and the power replenish signet.
