I still have high level Coalition of Tradesfolke faction (from Freeport) on an Iksar conjuror (started as a necro) in Qeynos on Kithicor.
Well, for that conjuror to be able to buy the book, the Coalition of Tradesfolke faction merchant would still have to 'want your business' ... I don't know if faction merchants only check that writ factions level, or if they check city faction and the writ faction. If someone does know the answer to how those conditions interact, that would probably be the answer.

For an already scribed book (again using the above example) it would probably have to be specifically coded for you to lose the book when you betray, which I just don't see Domino doing (assuming she was the person who implemented the tradeskill portion).

Ok, to end the speculation, here's the bottom line:

You need BOTH ally faction and level 75 as a crafter to be able to craft the item.

It doesn't require any city-specific station, so yes, this could be crafted at a station in the Exile caves.

It does require that a crafter first get ally faction with their city crafting guild, plus have level 75 as a crafter to buy the book. Then, they could exile and make these for other people in exile no problem.

I'm about 50 writs short of ally faction at this point, and level 61 on my crafters.

I'll be exileing on Nag when I hit 80 adv, which will be around Jan 1 I think. I'll definitely have the faction, crafting levels, and ability to make these in exile by then, if ya'll don't find someone else who can do it before then.

Ya dudes, I logged into PVE on Ixnay and bought the book, just can't scribe it because he isn't level 75:

Will be a piece of cake making the items in exile in 2 to 3 weeks when I finish leveling, if you don't find someone else to do it first.

It's been a while since I played on Naggy but don't you have to place these items in your house to use them? If I remember correctly, Exiles don't have houses (unless they live in Maj'dul). I exiled a few toons but at lower levels and just because I wanted the challenge of betraying toons over to the other cities, so I never stayed in Haven for long. This is an honest question and concern, please don't flame me.

I believed they changed things a while back so that any player without a house can get any house in any city.

Can someone confirm that?

Not sure on PvP, but it still requires citizenship on PvE. If you are a Freeport citizen you can't get a place in Neriak, for example, unless you do the Neriak citizenship quest, in which case then you can't get a place in Freeport.

The only exception is Maj'Dul, which anyone can get. Not sure on Gorowyn.

Just be careful not to choose one of the faction quests to improve city rep which affects the opposing tradeskill society if you intend on keeping that rep. That is, one of the quests he gives for +5000 faction has you hit the tradeskill society and you get a negative hit there.

While exile you need to do faction quests to gain faction with your certain respected city, if you do all the faction quests (and don't finish the betrayal line) you can use most Freeport (or Qeynos) facilities.

The broker and buying houses is among them, although chances of you going to Freeport without any trouble are slim to none~

I remember when exiles first happened, people with 5 bedroom houses in Qeynos screaming at the top of their lungs about having to move their house as part of betraying. I distinctly remember some patch message as the fallout of that controversy which said something about people being allowed to keep their houses or get new ones.

I'm not sure what the exact answer is, but it isn't hard getting a house in Maj'Dul, that will work for anyone in Exile, and Maj'Dul gate makes it easy to access.
