Success Chance > + Skill. Always.
If you look at your TS arts you'll notice that you have a %chance to fail + inc. progress art and a %chance to fail + inc. durability art. The % chance to fail percentage stays static throughout an entire tier, but decreases each tier.
For example, my new alchy has a racial ability (dark elf) that improves % chance to succeed by like 5%. By tier 3, with the 1% chance to succeed tinkered charm, my success chance and my fail chance are the same percentage, or they become nullified. In essence, my chance to critically fail during a combine is brought to virtually nothing, and your chance to critcally succeed increases. Notice how i say 'virtually nothing'? That's because it will happen, just once every 100 combines instead of 1 every other combine.
By the time you reach tiers 6-8, you can have a higher % success chance than %fail chance, and you'll notice that you rarely (if ever) critically fail during a combine, and you will see an increase in critical successes. Having this skill high will save you time and money as you level.
+ Skill works a lot like skill increases in spell casting. It does effect how well an art does when cast during a combine, but it doesn't give you extra progress/durability for extra skill. It just gives you the max of that skill more consistently. That means it only really effects TS arts that have a static effect (+dura/+prog/-dura+prog/-prog+dura).
Hint: as you reach the upper tiers all three TS tinker charms stack, so don't throw them away.
