Anyone can make rare T1 items. Mastercrafted armor mutes as if it were treasured but spells mute as legendary. Buy cheap T1 rares on the broker and make a bunch of spells. Mute the spells. If you get a powder that's one combine if you get an infusion you get the powder back on your combine so it's like a free extra combine.

Those rares will cost you 1-3g each most likely. While there search broker for attunable treasured and buy everything up to whatever arbitrary price you set for yourself and mute that down and do those combines.

You really want to either be doing T1 combines as much as possible unless you really really meant plat isn't an issue AT ALL in which case you could buy a bunch of T8 and get there with less combines but spend an insane amount to do it.
