Default Racial Traditions that extend potion duration?

Do these apply to the toon drinking the potion, or to the person who crafted it?

Things like the Iksar's Slow Metabolism or Erudite's Optimum Dosage sound like they would help the person drinking the potion, but others like the Gnome's Strong Additives sound like it would apply if the gnome is the one crafting the potion for someone else.

Basically I have an Alchemist alt that is level 87 and does no adventuring. He is only going to pump out potions for my other toons, and some friends. If I'm going to be using Ethereal Dusts and other semi-rare components to make things like Quel'ule Arcane Destrutctions, is it worth me using a race change on the Alchemist to extend the duration of these things from 15 minutes to 17 or 18 minutes? Or is the only thing that matters the race of the person drinking the potion?

Racial traditions are a bonus to the toon using the potion/poison.

Racial traditions that help crafting affect things like success change during the crafting process. There is no race that can craft superior items just because of their race.

    Ok, thanks for confirming that.

I respecced my erudite to grab the Optimum Dosage trait, but I notice while it extended the duration of the Elixir of Intellect from 30 minutes to 36 minutes, it didn't do anything for the 15 minute duration of the Quel'ule Arcane Destruction. I guess those aren't considered potions?
