Yes it is mental, you can look in act when it gets resisted and it tells you the resist type.

I always do chant, never bother with the other stuff on trash...

Chant goes in while the mob is still being pulled so I can't see any reason not to toss it in with the short cast timer.

Because... You can cast both while the mobs headed towards the raid, it's not like it slows down your dps.

Not casting those two debuffs every fight is pretty fail, IMO. Even if it did slow your DPS, the gain that your chanters get from the 4000 or so mental mit you just knocked off the mob is pretty worth it. And that's coming from the stingiest troub on Venekor - Paikis can confirm that.
