Who do you usually Jester Cap first?

it all depends on what you're facing and whats in your grp. if its a grp encounter usually i'll hit PotM and hit the warlock so he can rip them a new one. Single encounters i hit the illusionist or Wizzy in my grp. Named encounter get the brig for dispatch.

Why the fuck would you ever put an Illusionist in your jester's cycle? That's the biggest waste ever.

There are only 2 spells that an Illusionist should want Jester's for. Mana Cloak, and Savante. If they want jester's any other time they should be booted from your guild for wasting Jester's.

Assuming you're hitting Necros/Conjs/etc when they ask for it with big abilities, here's my priority for when no one sends you a tell.

Brigand
Assassin
Wizard
Warlock
Swashbuckler (if MT group)
Ranger
Swashbuckler
Conjuror

So it'd go as casting on the Brigand first, if he has immunity then Assassin, if he has immunity then Wizard, and so on until the immunity resets for the Brigand.

Obviously on tough named which stifle/stun, JC'ing the MT Templar is a good idea for Sanctuary or the Defiler. And of course the MT is always a good idea for better aggro.

For AOE encounters, you'd obviously want to prioritize the warlock, wizard, and Swashbuckler.

I've been messing around with casting JC myself on long fights first, that way I can JC more players faster in my rotation. Then Brig, Assasin, Warlock, Wiz, ect..

I'm personally a big fan of Jestering a healer in the MT group (either the shammy or the cleric) first up for the harder pulls to help keep the MT up (or for the just in case scenario), then JC my groupies from there dependent on the encounter.

Considering my main was a Defiler, I'm probably a little biased as to my priorities though...

First of all JC goes to me right after PoM.
Next JC (in 15 sec =) goes to conj or illus.
Next one (again in 15 =) goes to next caster in my group or to the brig.
And so on.
JC on conj prior Plane Shift of necro prior LB/Tide.

P.S. 60 seconds of PoM in first 105 seconds of fight gives much more dps the any other options (do not forget about one additional JC from 50% reuse reduction).

Why are you wasting time Jestering the Illusionist? It is a complete waste.
