Depends on many things, but in general on PvE servers DW is better than sword and board.

On a PvP server its different because the DPS you lose by wearing a shield is well worth the 15-20% (depending on shield/adorns) blocking you get in exchange. Especially considering the short range of auto-attack and the long range of Combat arts/spells, none of which are effected by your weapons.

My current AA spec for PvP is:
STR 4-1 (warlocks should hate this, turnstrike makes us pretty much immune to rift)
AGI 4-4-8 (max +parry and NO POISON)
STA 4-4-8-8 (max +blocking, max doubleattack)
WIS 4-4-8-6-2 (duh)

This has been answered in a previous thread, or 2, or 3.
