I'm leveling a troub right now, and due to the price of spongy/alkaline loams I'm not going to get many adept 3s until I hit T8 (full ad3 then)...

I'm level 60 right now.

With that in mind, what's the bare minimum I should have adept 3 for PVE/PVP?

I would say try to upgrade you single and group nukes, slow and mezz and charm at bare minimum. Then work on your double melee, and other spells. After that, worry about the rest, damage wise. Buff wise, I have no clue haha.. i just harvest things myself and try to maintain full A3, but have only gotten about 2 in t8, hence my sad sad title.
