Assuming that we're talking about reasonably high end raid content with a properly geared, intelligently constructed raid force, the priority should be as follows:
1) MT Templar (if Sanctuary is a priority on the fight)
2) Otherwise, always cap the brigand first. Always. Dispatch is going to do more for your raid DPS than ANY one predator/wizard.
3) Wizards/assassins
4) Other dps...
Fitting yourself in for POTM is a judgement call based on the # of troubs you run and how mage-heavy you are. You can probably get away with capping the brigand about 3 seconds prior to inc and then capping yourself immediately on refresh (to catch the end of your POTM). But in most situations, the brigand's Dispatch is going to have the largest short term effect on the raid's performance... ESPECIALLY if it's in relation to a necessary hard burn (tough single adds on certain fights). Let the wizards whine, who cares. =p
