1st post here in Flames, i hope i will make myself clear. This answer is strictly from a PvE point of view.
On the Bard's tree :
The Wis line (Dont kill the messenger) has to be taken in each and every configuration. Typically the 4-6-4-8-1 is fine if you managed to get a mount (so more than 4 points in 3rd rank is nearly useless).
If you solo / group :
Do as the Dirges do.
Take Res line until 4th rank (to max your Double attacks).
Take Int line until 4th rank (to max your haste opus)
With 70 points, you can also save 5 points in order to get the 2nd rank in the Agi line, making Clara's more useful (this strike puts you into stealth far more quickly, you can chain a stun + jump through + clara's and even Taffo's Master II if you are quick enough)
In a mage raiding group :
Some debates still run between two options.
I still prefer the Str (4-6-4-8-1) line until the end (AoE protection) which is still useful in many raiding encounter (you must get ACT to time the AoE yourself. Note that procedure is also the only way to get your Countersong useful too)
With the 21 points left after getting Wis and Str line to the end, i personnally choose to get a 4-4-4-4 Int line and 4-1 in Agi line.
Beware of the Disruption / Subjugation announced nerf : this change might push you to bring back your Dove Song into your preferred conc line.
In a mixed group :
Assuming you will load Aria / Alin's / Raxxyl's / Opus / Bria's, it can be smart to max your Int line (8 points in 4th rank, for hasting).
In such groups i will naturally consider the "dirge" template which is useful in solo / group too.

On Troub's tree :
You have to max out Bria's and Aria. That's 10 points.
Put 3 in Quiron in order to reach the Jester's Cap and max it too. 8 more points.
To complete your "core" you must now max out Perfection of the Maestro, that's 11 points more.
After this, feel free to adapt to your own style.
A raiding Troub with Demoralization / Sonic Inteference and Harmonization is fine. In such perspective do not forget to max your own dps :
- Sybil's mental debuff
- Zander's line
- Shrill, Lamentation, Eli's (Eli's and Shrill are critical in terms of dps)
To get your debuffs (Sybil's, Blade, Zander's) you will notice that you are forced to invest 3 points in Clara's. With the old T7 Fascination set, i used to think i was losing efficiency by not using Clara's enough (remember the Focus 3). Hence the 5 AA in Agi line, bard tree.
A group / solo Troub can find some interest to max out the Cheap Shot. And even the Sonnet (i often use it as an emergency unbreakable mezz, intercepting distant incoming roamers and thus chaining combats)
