Because autoattacks resolve between spells/ca's, better to have matching delays and have 4 attacks waiting to resolve than only 2, then have the other 2 resolve after the next spell, slowing an autoattack with the talon down by a second or more. Makes me use my incandescent blade a lot these days.
Change Mythical delay in 08!

The main is reason is because you don't see Assassins having to put up with mismatched delays, so why should we?
It'd be amazing if they changed the Talon to 3.5s so everyone else has to put up with the shit we deal with.

What he said. Does your mainhand delay in any way influence when your offhand is going to hit? And vice versa, does your offhand delay in any way influence when your mainhand is going to hit? No, and no.
Higher delay is of course preferred, but unless you are timing your CA's then matching or non-matching delays matters not.

Gulpen summed it up perfectly on how it actually affects you.
The DPS increase matching delays would add isn't very noticable, but it is in increase nonetheless.

Matching delays Does add a minor increase to dps.
I also find it fucking annoying that 3.5 delay Main-handers cause a display error with all Porc per minute values. I Made Aeralik explain it to me one day and its not a real loss in proc % (which the game goes back and checks each swing,) but it still bothers the shit out of me seeing the lower values on my gear.

If you see an actual improvement when using Incandescent over Talon, it's because a base delay of 3.5s is apparently more beneficial with your average haste and your cast/priority order, thus giving you a smaller total seconds per min delay of your autoattack.
The benefit you think you see is not because of matching delays because what you said isn't mathematically logical.

Matching delays works better with Beneficial Buff proc gear, Maximizing total number of enhances attacks with your off hand weapon. Take look at some of the best melee Buff procing items in game for a troubador right now.
