It's a flawed design decision, giving the most DPS from a passive skill like autoattack and it's WAY too late to change it back.

SOE dug their own grave with itemization this expansion, now they need to lay in it.

Since the new AAs are obviously not going to fix the auto attack problem, and they're refusal to make new enhance skill AAs actually mean something (LOL @ 2% increase to crit and base damage on skills that do 2% ZW), the only hope is that every piece of the new high end set fabled has a focus effect on it that makes abilities considerably more powerful than they are right now. That way not every casual will have the same powerful abilities that an end game raider has and they can get rid of this buffing the fuck out of auto attack as the only way to increase your DPS.

Like some of those dummy AAs I posted a while back as focus effects on high end set gear.

Our new mastery affect only spells? I mean, would it works with procs?
