I'm going to assume we're talking about trash mobs. On named fights (difficult ones) you're going to open with all debuffs.
For Trash here's what I do from memory.
1. PotM before mob is in range (jcap yourself when potm is about to expire)
2. Ranged bow attack on inc (unless tank is body pulling or sucks).
3. Snare as soon as mob is in range of it (HO starter macro'd to it)
4. Reverberating shrill (only to finish HO, hit vexing verses or evade to flip the HO if it isnt Swindlers Luck, or Bravado's Dance. they're the only HO's worth doing)
5. Rhythm Blade (increase attack skills)
6. Thunderous Overture (our highest dps attack, keep this down at all times)
7. Bump + Night Strike (hopefully you have 12-tone earring)
8. Bright Blade
9. Spam #4-8 as they refresh with priority on Thunderous Overture. Also keeping snare up at all times. Mix in Draining Incursion and Chaos Anthem any time all your CA's are down.
I dont debuff trash unless we have adds or its a pickup raid and the tank is getting waxxed. Rarely use Tap essence unless its a named fight. I never have power issues. I have about 50% raid/VP gear and zonewide VP trash over 4kdps doing this (obviously will be alot higher with TSO AA's and change to 4sec weaps).
