right now i am a level 80 truby likes 2 do some TSO instances and a bit of pvp what is the best for more damage sheild and STA spec or duel wepons ??

dual wield is best for more damage. After you get epic and a decent secondary that is.

for pvp go with the sword and board for sure. you get the extra 3 second pvp stun with shield bash, you get a shit load more defense, and you your DA almost makes up for the lost weapon. hard to put a price on that extra stun, and shield bash is the only knockback you'll ever get (besides the bellows % to knockback)
