Er, Test PvP is always down. Thats the alternate test server that they brought up once when they were doing massive PvP mechanic changes (hence the name), and then repurposed as a secondary Test server ("now with 100% less PvP!") when they changed the combat mechanics and allowed everyone and their grandmother to test-copy over. Its been 'down' now ever since that update went live.
