It explicitly states in the EULA that you may not use third party programs which affect gameplay, read it. Quoted below.

This does include programs which are used as third party systems for calculating things like timers. In truth SOE does not want you using programs such as ACT, but it has become a widely accepted truth that people are going to nearly always use it.
Technically any form of third party program which assists you in gameplay is "impacting gameplay" and is therefore a means of cheating. Otherwise bots would be considered fine considering they just do things you would normally. Bots are cheating, so is ACT technically, always has been. No where in the EULA does it allow for the usage of ACT, it if anything restricts the possibility of using it.
So I'll reiterate. If your guild is using ACT it is cheating. I guess we're all cheaters.
You might want to start focusing on the nature of the cheats, which is what I was referring to earlier. The exploits you have been mentioning do not
CAUSE progress.
So you guys are cheaters also, either because you have or are using ACT, and even if not, your guild is.
