Depends on the situation. If a group member or two are out of range of Group heals and single heals.. overloaded will heal them, even out of range.

Druuhsk in VP is a good example, regardless though it's still a great effect to have. Even if your group isn't out of range they still get the overloaded heal. That, and we all know group members (especially in a raid situation) are sometimes just out of range for whatever reason. The more pieces of overloaded you have the higher the chance of it proccing. OL heal is a nice HoT to have it's not as "useless" as people think, it's a decent size heal. Again obviously the more pieces the better it is.

Put it this way, you'll be glad you kept overloaded gear in your inv/bank.

Yes, Druushk is the only encounter I can remember, is there any other? Sorry if my words seems harsh or pretentious, it wasn't intended. Yes, OH is good thing to have, but not the best as I can see: if you heal tank, chestwraps is WAY better; and if your group takes massive damage -- well, there is nothing that one (okay, TWO) maintained grouphot can't fix.

Back to general topic, isn't \aITEM -1600579390 1077923570:Blessed Sigil of Hate\/a better than gorowynian rune? What makes \aITEM 1534548128 -801846822:Mark of Scaled Devotion\/a best for healing?

The Woushi Heart reward is better than the Rune, but it is no longer listed because it is a RAID DROP and there are better items for RAID DROPS. The Rune is still listed for those who are incapable of acquiring raid loot as a legendery / quested alternative. This isnt a list necessarily going from best to worst. It goes from Raid obtainable down to Legendery or quested. If it really makes you feel that much better Ill readd the heart to the list. I was just trying to keep it shorter.

And the Mark of scaled Devotion is best for healing because it has +75 healing 30 wis and 30 sta.

Is there anything else out there you think would be better for the slot?

Also I dont really know why Phay would rate the Chestwraps higher than the Sokohide. Ive seen what the Chestwraps parse in raid and what not and Im not very impressed at all. Unless Phay knows of some magic super change that I do not (I.E. The healing bonus applying to every tick rather than the initial cast which im positive it doesnt work like that) then I still rate Sokohide higher.

All the data Ive ever seen on the Chestwraps just doesnt add up. It seems like htey should heal more but they dont ... And before anyone comes in with a smart ass remark... I already know that the proc on the chest wraps doesnt credit to the person wearing the piece... It credits to the person who the proc was proced on and even still after adding up all the Mend Flesh for a zonewide in VP it came nowhere near what Id expected.
