Fellow fury here, havn't seen them drop either, and I've done this zone on both my fury and swash 100 times.

/feedback SOE please increase the drop rate of legendary items off trash mobs in chelsith, or let the trash's loot table drop off the treasured-dropping-worthless leviathons.

I've seen over 50 leg. trash drops in there in the billion times i've been in there, and I've NEVER seen these shoulders...

heh I knew about those shoulders but I've never seen them drop either. I have a coercer friend that solo's in there every day and they have never dropped for him either I agree please SoE don't tease us with those uber non-existent shoulders!
